NC: bill allows limited license teachers to renew

A bill that is now part of the North Carolina state budget will allow teachers to renew their license at their full salary level even if they do not pass an exam requirements and were placed on a nonrenewable limited license. Teachers wanting to renew under this condition must submit a letter of support from their principal and superintendent and be rated as "effective" based on students' growth on state tests.
