Government officials in the Philippines are urging a review of the country's licensure exam policies to consider alternative routes to licensure. Data from the Professional Regulation Commission indicated passing rates of about 40% or less in 36 professions. Alternate routes suggested included apprenticeship programs under a licensed professional before qualification for licensure.
