Staci Mason

Staci is the Director of Operations for the American Medical College Application Service (AMCAS®) at the Association of American Medical Colleges (AAMC). Prior to this role, Staci worked with various professional licensing boards, commissions, and registration and credentialing organizations in Washington, DC. Staci’s service to CLEAR spans nearly 15 years. During that time, she has served on the CLEAR Awards, Regulatory Agency, NCIT, ERAC, and, most recently, DEI Committee as the inaugural chair. Staci has also served as a moderator and presenter for various conference sessions. She is completing her doctorate in public policy and administration, concentrating in public leadership.

Fellow members of CLEAR, I am thrilled to announce my candidacy for the position of President-Elect. As a dedicated member and passionate advocate for CLEAR’s values and mission, I am committed to leading us into a future of growth, inclusivity, and innovation. I believe in the transformative power of our collective focus and the positive impact it can have on our members and the public we serve. With profound commitment, extensive experience, and a vision for a stronger future, I present to you my platform for leading CLEAR as President-Elect.

With nearly 15 years of active involvement in CLEAR, I have gained valuable insights into the challenges and opportunities before us. My experience spans various roles, from committee member to board director, allowing me to understand CLEAR’s intricacies and the diverse needs of our membership base. I have a proven track record of effectively collaborating with stakeholders, facilitating meaningful discussions, and driving positive change within our regulatory community. Below is my vision for CLEAR:

Strengthening Member Engagement and Collaboration: One of my primary objectives is to foster a stronger sense of community and engagement among our members. I will promote opportunities for members to connect, share knowledge, and collaborate on projects that enhance the value of our membership in CLEAR. By facilitating meaningful interactions and promoting inclusivity, we will amplify the collective expertise and drive the growth of our membership.

Promoting Diversity, Equity, and Inclusion: Diversity and inclusion are not merely buzzwords but essential elements of a vibrant and progressive membership. I am committed to cultivating an inclusive culture that embraces members from all backgrounds, ensuring that everyone feels welcome, represented, and supported. By implementing policies and promoting diversity within our leadership and programming, we can leverage our collective wisdom to drive innovation and make well-informed decisions. Candidates for the Regular Member Positions on the Board of Directors 

Seven candidates are standing for the three available regular member positions

 

Kym Ayscough (Incumbent)

Kym is Executive Director of Regulatory Operations for the Australian Health Practitioner Regulation Agency (AHPRA); a national regulator for 850,000 health practitioners across 16 professions. As a lawyer, regulator, senior executive and Board Member with more than 20 years’ experience across a number of professions and regulatory bodies, Kym brings to CLEAR her strategic, legal, governance, financial and leadership skills. She has the passion and experience to make a strong continuing contribution to the CLEAR Board of Directors and to CLEAR’s mission to improve the quality and understanding of regulation in order to enhance public protection. 

 

In my day job, I am Executive Director, Regulatory Operations at the Australian Health Practitioner Regulation Agency (Ahpra). In partnership with 15 national boards, Ahpra regulates more than 850,000  practitioners in 16 health professions. The Regulatory Operations Directorate has around 800 staff distributed across our 8 capital city offices. These teams manage the core regulatory functions of registration, notifications (complaints / fitness to practise), monitoring and compliance. Ahpra’s National Legal Practice is also situated in Regulatory Operations. I am a lawyer by training and have a thorough understanding of the regulation of professions and occupations having worked in various roles in regulation for more than 25 years.

As a former President and current Board Member of CLEAR, I am passionate about the value this organisation delivers to the international regulatory community. My first CLEAR event was the International Congress in Dublin in 2009. Since then, I have been a regular attendee and speaker at CLEAR events and I have learned so much from my engagement with other regulators. I hope that I have also contributed to the learning of others. I have been actively involved as a member and/or Chair of various sub-committees including Regulatory Agency Administration and International Relations. I am privileged to be a member of CLEAR’s Diversity, Equity and Inclusion Committee and its working groups on data and definitions.

Although I can’t remember which CLEAR education event it was, I have carried with me the message that a key role of a Board member is to support the organisation to achieve its strategic objectives. As a graduate of the Australian Institute of Company Directors, I also have a strong appreciation of the Board member’s role in ensuring effective governance of the organisation. I strive to support the excellent Executive and staff team of CLEAR whilst critically analysing the financial and other reports presented to the Board. Since my first engagement, CLEAR has grown its membership, training, event and leadership offerings. I have actively participated in the development of the strategy that drives this growth and the activities required to ensure safe and high quality delivery.

The international regulatory community operates in a rapidly changing environment characterised by workforce challenges, digital and other market disruption, emerging applications of augmented / artificial intelligence. If re-elected to the CLEAR Board, I am committed to playing my part in leading CLEAR to support the regulatory community to meet the challenges in this environment and to develop the capacity for ‘regulatory foresight’ that might keep us ahead of the next regulatory crisis.

 

Sarah Cecil

Sarah Cecil is a Professional Consultant at the Kentucky Board of Nursing, where she has worked since 2021. In this role, Dr. Cecil provides expertise related to nursing practice. Dr. Cecil previously worked as a nurse practitioner in several healthcare settings for more than twenty years. She has also served as an Adjunct Faculty member for nursing programs at Beckfield College in Florence, Kentucky, and Midway College in Midway, Kentucky. Dr Cecil is the current Secretary of the Multiple Sclerosis Nurses International Credentialing Board, (MSNICB), previously served as Secretary of the Kentucky Cardiac Rehabilitation Association, and as a Board member for the Kentucky Association of Nurse Practitioners and Nurse Midwives.

I am seeking election for the Board of Directors to contribute my experience and expertise working collaboratively with a diverse group of professionals promoting regulatory excellence. I hope this enables me the ability to build relationships while aligning my own core professional and personal goals by bringing together the professional regulatory community. It is important to be inclusive of a collaborative approach in promoting the excellence in best practices.  I am a detailed oriented and well-rounded healthcare professional commending over 40 years of healthcare experience. Driven to produce high quality efficient patient care by role modeling the pinnacle in leadership, diplomacy, improved efficiency, productivity, and integrity. I have built solid peer-to-peer relationships while working to deliver optimal patient care.  I thrive on promoting excellence in nursing and advocate in promoting the professional standards. I currently serve as a professional practice consultant for the Kentucky Board of Nursing. In this role, I collaboratively assist the board with promoting their mission and core values for protecting the safety of the public. I have excellent communication skills with vast experience in public speaking, both to the community and healthcare professional audiences. The Kentucky Board of Nursing strives in providing excellence in delivering consistent, efficient services, with fairness  and objectivity in the development and enforcement of laws and regulations.  I also have served the past 7 years as an executive officer on the Multiple Sclerosis Nurses International Certification Board (MSNICB). The MSNICB was established to develop a certification exam for those caring for individuals with MS. The board is composed of international members whose goal is to continue to elevate the standards of MS nurses by providing a certification exam based on current evidence-based practices and validate one’s knowledge in caring for MS patients. These opportunities along with my experience have afforded me the ability in become proactive in identifying critical issues and provided me a forum for collaboratively disseminating relevant information.  

 

Joy Peacock

Joy Peacock is CEO and Registrar of the College of Registered Nurses of Alberta. Serving in this role since 2017, Ms. Peacock oversaw a transformative governance review from 2019-21, which led to the association function being divested. The College also undertook an organization-wide Right Touch Regulation review and implementation and is currently engaged with provincial and national efforts to reduce barriers to licensure for internationally educated nurses. The College was recognized with CLEAR’s 2022 Regulatory Excellence Team Award. Prior to joining the college, Ms. Peacock served as Executive Director of the Association of Registered Nurses of British Columbia, and the Yukon Registered Nurses Association.

I am writing to express my interest in holding a position on the CLEAR board.

I am currently the CEO and Registrar of the College of Registered Nurses of Alberta (CRNA). CRNA regulates over 40,000 RNs and NPs.

I have over 20 years’ of clinical practice and public policy experience with a keen focus on leading transformational change by challenging the status quo through engagement, diversity of thought, credibility, and evidenced informed change practices.

CLEAR's mission statement:  "To protect the public interest by promoting excellence and accountability in regulation and by facilitating the exchange of information among members", resonates strongly with me. My experience and expertise would be a valuable asset to the board, as it works to advance these goals. I have had the privilege to serve on many boards over the years in both governance roles and in advisory positions.

I am excited about the opportunity to contribute to the work of the CLEAR board and to help shape the future of regulatory excellence. I believe that my skills, experience, and passion for this field make me an ideal candidate for this role, and I would be honored to serve on the board.

 

Ray Healy

Ray Healy serves as the Director of Registration at the Nursing and Midwifery Board of Ireland (NMBI). In this role Dr Healy oversees the maintenance of the Register, the annual renewal process, applications for registration, the registration appeals process, and the issuing of documentation about registrants who move to another jurisdiction. Prior to joining NMBI in 2021, Dr Healy was a Project Officer at the Office of the Chief Nursing Officer in the Department of Health where he focused on a series of workforce initiatives and projects. He previously worked in healthcare settings across Dublin, with a focus on audit, compliance, and risk management. 

Dear Members of the Council on Licensure, Enforcement, and Regulation (CLEAR),

I am writing to express my candidacy for a position on the Board and outline my reasons for running and the priorities I would have if elected. With a deep commitment to promoting the highest standards in the registration of overseas nurses and midwives, I believe I can contribute effectively to the mission of CLEAR and bring valuable insights to the Board.

First and foremost, my motivation for seeking a position on the Board stems from my passion for supporting the integration of overseas nurses and midwives into the healthcare system. I strongly believe in the importance of diverse perspectives and experiences in healthcare, and I am dedicated to fostering an inclusive environment that recognises the valuable contributions of these professionals. By serving on the Board, I can actively contribute to developing and implementing policies that promote fair, transparent, and efficient processes for regulation.

If elected, my key priorities would be as follows:

  1. Enhancing Regulations Procedures: I would strive to streamline and improve the regulations procedures across all member organisations.  This includes identifying potential barriers or inefficiencies in the process and working collaboratively with stakeholders to implement solutions that expedite and simplify the journey. By creating a more accessible and straightforward process, we can effectively attract qualified overseas professionals and address healthcare workforce shortages.
  2. Strengthening Collaboration: Collaboration and communication with regulatory bodies, professional associations, employers, and other relevant stakeholders are crucial for successful registration processes. If elected, I will actively foster these relationships and promote dialogue among these entities to ensure that the registration requirements and procedures reflect the current needs of the healthcare industry. By working together, we can establish mutual recognition agreements and share best practices, ultimately enhancing the overall effectiveness and efficiency of the registration process.
  3. Continuous Professional Development: I recognise the importance of lifelong learning and ongoing professional development for nurses and midwives. If elected, I will advocate for establishing and promoting programs supporting the continuous growth and education of regulators and those we regulate. This may involve collaborating with educational institutions, professional associations, and employers to offer resources, mentorship opportunities, and training initiatives that facilitate their integration and success in the local healthcare system.

  

Jessica F. Kallipolites

Jessica F. Kallipolites is the Enforcement Division Director at the New Hampshire Office of Professional Licensure and Certification (OPLC). OPLC provides administrative support to over fifty licensing boards.  The Division conducts investigations and inspections and prosecutes cases before the boards. Ms. Kallipolites previously served as the Director of the Connecticut Bar Examining Committee where she oversaw attorney admissions and administration of the bar examination.  She was active in the Council of Bar Admissions Administrators and she served as Chair or Vice Chair for the Testing Accommodations, Information Resources, and Crossing the Bar Committees.

I submitted my nomination for membership on the CLEAR Board of Directors in order to take a more active role toward regulatory excellence, not only in my home state of New Hampshire, but globally.  Before making the move to New Hampshire, I was the Director for the Bar Examining Committee in Connecticut.  In this position, I was able to initiate and facilitate many changes to the bar admission process, including the adoption and implementation of the Uniform Bar Examination (UBE) and admission by UBE score transfer, improvements in the processes for motion applicants, authorized house counsel applicants, applicants educated outside of the Unites States and military spouse applicants.  When the COVID-19 pandemic came to Connecticut, my office was able to release the February 2020 bar examination results on schedule and we implemented a new process to ensure those applicants who passed were able to be sworn in without waiting until they could appear in person at the court.  The largest challenge by far was the impending July 2020 bar examination.  The examination date and format was constantly in flux – ranging from in person to remote to hybrid and on dates ranging from July through October.  We were subject to an effort by some to cancel the examination and allow all recent graduates to be admitted without ever testing.  Ultimately, we gave a remote examination over two days in October. As the bar examination had only ever been administered as an in person, paper based examination, we had to overcome the challenges surrounding technology, exam security and proctoring in a remote environment in a short period of time.  I tell this tale, not to suggest that I am unique as I am certain most, if not all, of those reading have a similar tale of how the pandemic challenged them to become more agile, creative and find solutions without the benefit of all the information and time they were accustomed to.  As someone who has always embraced change and finds process improvements exciting, my silver lining to the pandemic was the immense growth I was forced to undergo, whether I thought I needed it or not or was ready for it or not. 

That additional growth has served me well in my current role as the Director of the Division of Enforcement at the NH Office of Professional Licensure and Certification.  The Division turned two years old, officially, on July 1, 2023 and I have had the honor and pleasure of being its first Director.  The Division consists of three bureaus – Compliance, Investigations, and Prosecution.  Our team of inspectors, investigators, prosecutors and support staff do amazing work on a daily basis and in the midst of constant change.  We ensure the protection of the public and that the process is fair to licensees.  We are a team in every sense of the word and I am very proud to lead this team and of what we have accomplished so far.  Through our ongoing efforts to implement new changes we will continue to bring greater efficiency and transparency to the process. 

My current and past employment taught me how to lead teams and different personalities through change.  I learned how critical stakeholder input is.  I have learned to negotiate and work with those with competing interests to find common ground.  I have also learned the importance of providing education and other resources for continued learning and professional growth in an ever changing world.  I have learned how valuable collaboration and having a network of diverse colleagues working in the regulatory arena are in finding the best and most effective solutions to complex problems in the most time effective manner.  CLEAR is an association that provides these critical components to the regulatory community.  It is my desire to serve my community of fellow regulators as a member of the Board of Directors and would be humbled and honored if selected to serve you in this capacity. 

Abby Migliore

Abby Migliore is the Administrative Director for Discipline/Compliance Monitoring at the Alabama Board of Nursing. In her role, she reviews cases of Nurse Practice Act violation allegations and makes recommendations to attorneys on the disposition of cases. She also acts as an expert witness at hearings and oversees the Voluntary Discipline Alternative Program (VDAP) and the Probation Department. Prior to joining the Board, Ms. Migliore served as a Team Nurse at Maxwell Air Force Base and a staff nurse in several healthcare settings. She presented at CLEAR’s 2023 Winter Symposium and was recently elected as President-Elect for the National Organization of Alternative Programs (NOAP). 

I am seeking election to CLEAR’s Board of Directors.  I strongly believe I have the qualifications, skills, and passion to promote CLEAR’s mission and continue to assist in CLEAR’s essential work of promoting regulatory excellence going forward.  I have gained so much from CLEAR over the years and I hope to have the opportunity to give back through my continued involvement.    

I have worked in regulation since 2015, and presently serve as the Administrative Director for Discipline/Compliance Monitoring with the Alabama Board of Nursing (ABN).  I have had the honor of working with CLEAR as a presenter at conferences, contributing to a podcast, and participating on a committee.  Additionally, I have served on the Board of Directors for the Alabama School of Alcohol and Other Drug Studies (ASADS) for several years as well as presenting at their 2023 conference. I have assisted on the National Organization of Alternative Programs’ (NOAP) Conference Planning Committee for several years and as the Chair of the committee for NOAP’s 2023 Conference.  I have been a member of NOAP’s Research Committee and a speaker at NOAP’s 2022 conference.  I feel that regulatory excellence can only be achieved through education, an open and honest communication of ideas, and working together to help regulators have access to up-to-date information.  I strive to meet this goal everyday through my work and involvement with organizations that are making a positive impact.   I strongly believe CLEAR is at the forefront of this movement and provides the much-needed services to regulators around the world.

Mark Steinagel (Incumbent)

Mark Steinagel was appointed Director of the Utah Division of Occupational and Professional Licensing (DOPL) in June 2009. He previously served as the Director of the Utah Division of Real Estate and earlier as a policy analyst with the Utah State Legislature. Mark's career passions are public service, public policy, and improving government. DOPL licenses more than 260,000 individuals and companies in construction, health care, and other industries. The Division evaluates qualifications for licenses, investigates complaints by consumers, and performs education and other duties related to these industries. DOPL's 120 team members strive to streamline licensing requirements for the vast majority of Utah businesses and employees who simply want to provide good service to Utah's consumers. 

When I attended my first CLEAR annual meeting in 2009, as well as the accompanying Executive Leadership Program for Regulators, I gained an appreciation for CLEAR's ability to make me a better regulator. As an "umbrella" regulator my agency belongs to dozens of excellent profession-specific associations that improve our ability to regulate. But my CLEAR membership is the only one that I haven't ever been willing to delegate to my team members. Its breadth, depth, and quantity of study topics are excellent and advance my professionalism more than any other organization.

One of the best things about CLEAR is that it not only gives you excellent information and assistance, but it expects you to give back through attendance at webinars and conferences, participation in forums and chats, and membership on committees and work groups. CLEAR has improved me through my participation in each component of my agency's CLEAR membership. I would like to continue improving CLEAR through my service on the Board of Directors. My goal is to dedicate my knowledge, experience, and service to elevate CLEAR and its members, just as many others have done for me.

Adrienne Cadle (Incumbent)

Dr. Cadle has worked in licensure and certification testing for 20 years.  She earned her Doctoral degree in Educational Measurement and Evaluation from the University of South Florida. Dr. Cadle is Vice President, Credentialing for Professional Testing, assisting credentialing organizations with measurement activities. In addition to her job at Professional Testing, she presents regularly at industry conferences, is a Psychometric Assessor for the ANSI National Accreditation Board’s Personnel Certification Program, and serves as the Co-Chair for the International Society of Arboriculture’s Credentialing Council.  Lastly, she has been a regular volunteer for CLEAR serving various roles on both the Examination Resources and Advisory Committee and the Testing and Examinations Subcommittee, and more recently serving as a reviewer for the CLEAR Exam Review.

After completing my first term on the CLEAR Board of Directors, I am interested in running for a second term.  I have found my work with CLEAR to be incredibly rewarding, and believe I can contribute even more to the overall vision and mission of CLEAR by bringing a Psychometric perspective to the Board.  Having worked with several licensure clients, including both state and federal regulatory clients, I bring a wealth of experience not only related to psychometrics, but to the unique challenges related to measurement faced by regulatory bodies. 

Jon Pellett

Jon M. Pellett is a private attorney whose practice focuses on assisting licensed professionals and entities with state and federal regulations, including defending them in disciplinary proceedings. In 1990 Mr. Pellett began his career working for the State of Florida at an umbrella agency and served as one of their prosecutors, before transitioning to defending licensed professionals in 1996. Mr. Pellett has been an active member of CLEAR since 2003, serving on the Board of Directors from 2011-2013 and in numerous committee leadership positions. He is the 2022 recipient of the James L. Guffey NCIT Development Award and is currently Chair of the NCIT Committee and Vice Chair of the Compliance and Discipline Subcommittee.

I am running for a position on the CLEAR Board of Directors. I am not affiliated with any regulatory agency or entity. I believe I would bring a unique perspective to the Board. Since January 1996, I have dealt with a variety of regulatory agencies both State and Federal in assisting regulated individuals and entities. Prior to focusing my career on assisting individuals and entities with regulatory bodies, I worked with lobbyists to seek legislation to promote legislation to improve upon record keeping requirements designed for the protection of the public. I also worked on rules to assist the agency in regulating certain professions. I have engaged in rule making, and challenges to existing rules and certain non-rule policies. I have sought the guidance of regulatory agencies on topics affecting individual clients. I have developed bylaws for organizations and in the distant past, I served as an investigator for the Florida District 19 Medical Examiner’s Office. I also worked for a drug treatment agency and later, I have represented individuals afflicted with a variety of conditions and illnesses that could affect their ability to practice with skill and safety.
As CLEAR continues to reach out to various international jurisdictions to promote regulatory excellence, my perspective may lend an eye toward how agencies and other regulatory bodies affect the regulatedand consumer alike. I volunteer my time to the organization and have actively done so since 2003. I wish to continue to do so through a position on the Board of Directors.
Daniel Roukema 

Daniel Roukema is CEO of MDR Strategy Group, a management consulting and strategic communications agency that serves non-profit organizations in Canada and the US committed to building safer, healthier, greener, and more equitable communities. He formerly served in several senior regulatory communications roles including with the Real Estate Council of Ontario and the Immigration Consultants of Canada Regulatory Council.  A member of several Boards since 2001, Daniel brings extensive expertise in non-profit and regulatory governance.  He currently serves as co-Vice-Chair of CLEAR’s Diversity, Equity, and Inclusion Committee, and in 2016 was the recipient of CLEAR’s Consumer Protection Award.

It’s with great excitement, anticipation, and energy that I accept the nomination to join CLEAR’s Board of Directors.

My interest in joining the Board stems from 20 years of active involvement on non-profit boards. I’ve become an expert in governance specializing in strategic organizational design and transformation and external relationship management. At a time in history when consumers around the world are more skeptical than ever of authority, there is a unique opportunity for CLEAR to take the lead and work with its members to identify, develop, and deploy new ideas and opportunities to position regulatory bodies as valued and respected community leaders who, as we all know, are indeed deeply committed to protecting the public interest.

My commitment to CLEAR includes:

CLEAR’s growing international presence has been of great interest to me. A citizen of Switzerland and Canada, I have lived and worked in North America, Europe, and Africa and speaks multiple languages. As a professional whose clientele includes the United Nations, I have first-hand knowledge of the importance of global cooperation to advance a cause and am confident that my experience will positively serve the CLEAR membership.  

I’ve been thrilled to see so many regulatory bodies worldwide adopt the vital commitment of becoming more inclusive in their operations and governance to reflect the diverse populations they are mandated to protect. With extensive personal lived experience, inclusion and belonging are unconditional pillars of my personal and professional ethos. I look forward in my committee capacity to further the organization and its members’ aims.

Please elect me, and let’s achieve even more with new ideas and vision. Let’s open CLEAR to 

more members around the world. Let’s keep building to be even better regulators. If advancing relevant regulation is our goal, which I support wholeheartedly, I’d like to join you at the decision-making table and help lead the way to listen, engage, and keep building.
