Vermont considers certification program for doulas
Vermont is exploring the implementation of a state certification program for doulas, aiming to facilitate Medicaid coverage for their services. Doulas are non-medical professionals who provide support during pregnancy, childbirth, and postpartum care. The Office of Professional Regulation (OPR) proposes a voluntary certification process for "community-based perinatal doulas," particularly those serving under-resourced and marginalized populations. This initiative seeks to establish oversight and ensure quality care as the state moves toward integrating doula services into the Medicaid program. Studies have indicated that doula support can lead to reduced rates of cesarean deliveries and lower instances of postpartum depression. The OPR plans to collaborate with stakeholders to define appropriate certification requirements and align the program with federal Medicaid standards.
