Facilitating Professional Mobility: Exploring Regulatory Reciprocity in Licensure and Certification

This presentation explores regulatory reciprocity in the context of professional licensure and certification. We will examine how different jurisdictions can recognize and accept professional credentials granted by other regulatory jurisdictions and credentialing bodies, facilitating the mobility of skilled professionals and addressing workforce shortages in various sectors.

After a brief overview of the current landscape of professional licensure and certification and a discussion of the importance of regulatory reciprocity in today’s globalized workforce, this presentation will focus on the challenges and barriers as well as the considerations, including comparability of scope and equivalence of assessment, that jurisdictions should consider before granting a license based on reciprocity with another jurisdiction. 

Comparing competencies for licensing and certification across different regulatory jurisdictions involves careful research and analysis.  Are the jobs, job scopes, practices, and competencies equivalent? If examination blueprints and content outlines are similar, is that enough? What data should a jurisdiction review? Does the initial granting jurisdiction have practices that might affect the determination of competence of the licensee, such as automatically adding examination points?

Case studies showcasing success stories, challenges, and barriers to achieving reciprocity will be explored. Methods for comparing the equivalence of assessments and examinations will be presented.
