Regular CLEAR membership is restricted to:

Government agencies and legislated-mandated organizations concerned with professional and occupational regulation. The entities in question will issue licenses to or maintain a register of, professionals/members of an occupation permitted to practice in the jurisdiction.

Associations of government agencies and publicly mandated organizations concerned with professional and occupational regulation may join as regular members. Importantly, membership benefits accrue only to such organizations' national officers, directors, and employees (and not to their member boards). 

Other government agencies with an interest or involvement with professional and occupational regulation – but who do not themselves regulate a profession or occupation - are also eligible to join in this category.

Associate CLEAR membership is available to those organizations or individuals not eligible for regular membership, that have an interest in professional and occupational regulation.

This includes:

State or provincial professional associations – who represent a profession or occupation in a jurisdiction.

National professional associations – who represent a profession or occupation representing a nation Member benefits accrue to the parent organization and not to the individual organizations comprising its membership.

Other organizations/Vendors - who supply goods and services to regulatory agencies/organizations.

Individual employees or officials of government agencies and legislated organizations concerned with professional and occupational regulation.

Other individuals who are interested in occupational and professional regulation.
